The two following documents may be fake. They're supposed to be CIA internal documents, early 2030ies. If they're real ones, their reading is enlighting.

According to the FBI intelligence, it's almost certain the secessionists can obtain enough votes in the State Assemblies of Alabama, Florida, Louisiana, North and South Carolina and Texas. We expect them to wait for Arkansas, Mississipi and Tennessee governors to be convinced. They also got in touch with Georgia Governor BECKETT, which brought to 10 the number of secessionist states. HARPER don't think they will move unless they're all ready.

It is likely president McALLISTER agreed to senator WILLOUGHBY requests to transfer parts of the armed forces. Please read the INSCOM report on the Aztlaner's border positions to acknowledge the context of this decision. The strategic armament topic issue does not appear to be settled yet. The Pentagon tries to obtain the rundown on what offer McALLISTER is making. LOWELL is only focusing in getting the troops in Europe back. HOPKINS is asking for a quick decision regarding the Agency. However, the secessionists may consider any component from the Agency handed to them as an infiltration attempt.

The National Security Council heavily insisted on the possibility the secessionist group could fall under corporate influence. We must evaluate pros and cons, and find solutions.

I suggest to first consider Texas corporate interests, ie. UNITED OIL, TEXAS INSTRUMENTS, LONE STAR SECURITY SERVICES, ARESSPACE, LOCKHEED and SIKORSKY-BELL. These corporations will play a role as important for the secessionist states at it already is for us. The NAN border pressure is another constraint we may use.

The increase in the number of riots in the country will probably keep on in the two coming years. Such crisis would involve National Guard units deployment in urban areas, effectively blocking for days or weeks units tranfers.

The paramilitary forces of LONE STAR SECURITY SERVICES in Texas, which also hosts the largest number of military forces in North America. As it also handle law enforcement in an important number of urban areas, LONE STAR will boast a lot of influence on interior and exterior policies of the new bloc. My suggestion is to strengthen by every means available LONE STAR, to weaken other corporations. I propose we support the federal program to transfer drugs operations from the DEA to LONE STAR SECURITY SERVICES, as already considered by the Congress, and to favor the corporation growth by similar other means.

We also could extend partnership with the DEA to LONE STAR if we can get the Department of Justice and the Congress to accept it.

Considering ARES MACROTECHNOLOGY and UNITED OIL collaborates with us, we would then only have to focus on infiltrating or controlling, at least first, LOCKHEED, SIKORSKY-BELL and TEXAS INSTRUMENTS.

Concerning TEXAS INSTRUMENTS, I checked and the CASSIENTE family from Miami runs a counterfeit programs operation with India, using TI electronic memory storage. In spite of the decision to end anti-islamist operations in the Middle East, I would like to keep the MONUMENT network active in India.

Concerning LOCKHEED and SIKORSKY-BELL, both defense suppliers, activating an extended GORGON plan would perfectly fullfill our need, as well as establishing an operation base in DALLAS, with the DIA's help. I think we could reactivate sleeper agents within the secessionist states and turn them into operational structure within twenty months.

The option I evaluated in the case of southern states secessions so are:

  - support the growth of LONE STAR SECURITY SERVICES (LSSS)
  - transfer drugs operations from DRUG ENFORCEMENT ADMINISTRATION to LSSS
  - trigger if necessary incidents in urban areas or near border to strengthen LSSS role in the secessionist states
  - watch TEXAS INSTRUMENTS foreign partners
  - maintain the MONUMENT network at a minimal level
  - launch an extended GORGON plan with LOCKHEED and SIKORSK-BELL

After studying the options, I confirm the following immediate activation:

  - support the growth of LONE STAR SECURITY SERVICES (LSSS)

I considered launching a Gorgon plan and rejected it. We estimate a potential unveiling of Agency activities within the new bloc would be extremely damageable. For now, the National Security Council will block any operation, and we will rely on ARES INTELLIGENCE.

However, it appears to ongoing political moves could lead to important changes for the Agency operational capacities. We know for sure corporate lobbying groups support the Technocratic Party to manipulate the Federal administration. In consequence, the Agency will initiate= a GORGON plan to establish a new clandestine unit.

Considering the Agency long-term operational needs, this section installment will receive a high priority, with a complete review of assets and agents deployment. In the long run, the directors want this section to be able to proceed with any needed operations if and when necessary.

This section installment will use codename CASCADE. The president gives us ten years to give the Agency an operational section with the GORGON plan. First phase objective, codename LAKE, is the creation of this section. Second phase objective, codename OCEAN, is to make this section fully operations capable. CASCADE is classified TOP SECRET ZEBRA.


The references to the southern states secession would say this was writte somewhere between 2032 and 2033. Back then, Geoffrey Willoughby was Alabama senator, Jonathan Lowell was secretary of defense and Carl Hopkins, director of Central Intelligence. So, no obvious mistake here.


In 2032, the US Senate finally voted to transfer some duties from the Drug Enforcement Administration to Lone Star Security Services through a federal contract. In august of september of the same year, Lone Star performed seven takeovers, allowing it to reach the value ceiling and other conditions to benefit from extraterritoriality.

The Monument network was a joint US-French operation, providing logistical support to India to divest Pakistan from the ongoing war between European allies and the Muslim countries. Later, the Monument network took a role in smuggling weapons during Operation Tanto and until the late 2050ies in the smuggling to India of BTL chip manufactured by BCI and Specturm, two Texas Instruments affiliates, the whole thing shipped by ESUS.

The Gorgon plan concerns US and later UCAS armed forces suppliers, allowing the Defense Intelligence Agency (DIA) to do inside search for espionage operations against them. So, what the first mail was about is to infiltrate CIA agents within Lockheed and Sikorsky-Bell with the DIA's help. The answer seems to refuse to send agents, but open the way to another similar operation. The Pentagon list of suppliers, who could be targeted by a Gorgon plan, is quite long.

In 2050, a Senate hearing on the alledged role played by Boeing in the overthrow of the Malaysian government established at least one former CIA agent involved in the Monument network was working with the corporation in Malaysia.

In 2039, Boeing headquarters, one of the Pentagon main supplier, was in Chicago. The Sears Tower bombing killed nearly all the management executives. That's when Federal Investors took over the corporation, brought the headquarters back to Seattle, with a fresh new management. What if that was CASCADE-OCEAN ?
