>>> The Tir Tairngire Information Secretariat -the TIS- is the Tir intelligence and security service, in charge of intelligence gathering needed for the exeucitve power decision taking, and the national security. It's one of the official agencies directrly affiliated to the High Prince. n theory the TIS only provide intelligence to the High Prince, and according to his founding text, to the Peace Force. Technically speaking, the TIS do strategic intelligence. Tir laws don't define anything concerning black ops carried by the TIS and the Peace Force military division special forces. The Council of Princes can oppose to any decision taken by the High Prince, but can't intervene in a TIS routine operation that wasn't countersigned by the High Prince in the first place.

The ver name of Information Secretariat actually come from its propaganda and elven rights defense actions in all North America. They are the main manager of the elvish immigration, also organizing the rehousing of the newcomers in the coming boundaries of the Tir. A work widely inspired from the Haganah action in the years before Israel creation in the 1950ies. The comparison with the Israelian service, including hte famous Mossad, will be done, but the TIS won't always be up to the comparison.
>>> The two TIS main flaws are actually falws in the whole Tir political apparatus. First, it staff is nearly elves only made. The lack of initiative and versatility is patent, not to mention extra difficulties to infiltrate foreign organizations. In theory the TIS, unlike the military service, don't even accept non-elves ; practically there are non-elves who have para-legal agent status. Second, the TIS is badly organized. An alarmist analysis of the Dunkelzahn/Haeffner administration policy lead to clumsy decision and an economical crisis in the late 50ies. The TIS will be even suspected to be involved in the Dunkelzahn assassination.
The Rinelle appereance and their first actions in 2058 take the TIS by surprise, despite the opposition watch.

In 2054, a few weeks after Crater Lake closing, he is appointed TIS Operations Director ; but it is likely it's a restructuration, and that he already directed the Secretariat before, maybe along with another persons (why not an "Information Secretary" ?). He is closely working with the High Prince Lugh Surehand from the start. That's the official part. But after the Scandinavian Union defense accords in 2030, there was swedish staff and finnish sites, and vice-versa. In January 2033, Jonathon Reed is on an Swedish air defense base, the same which on the january 23rd night, will detect bombers approach targeting the russian and alled headquarters. At the same moment, elements from foreign intelligence services are in Sweden. The affair would need a file for itself, but it is plausible that Jonathon Reed was involved. On the personal ground, he is said sadistic, violent and even murderous with his sexual partners...
